Hi.

Consider the free software definition:

* The program can be run with any purpose.

* The program can be modified.

* The program can be freely distributed.

* The modifications can be also ditributed.

If I am not wrong, the licence allows all these things, so the program
is free. In fact, it seems the typical bsd-like licence.

OFF TOPIC: A technical hint: taring a single file has no purpose.
'tar' is useful to paste several files together, but does not any
compression. The COPYING file is small, so there is no need for
compression. But if you want to compress, you should use 'gzip' (for
instance), not tar. 'tar' is used when you want to compress several
files together, you tar them, and then gzip. This is the reason you
surely have seen many files ending in .tar.gz
