Log message:
        * create a new function moving code from atgen.c to split raw
          fields of a PDU coded SMS and copy them to gn_sms_raw struct;
        
          No functional changes are intended, only changes to code are:
           o renamed variables s/tmp/buf/ s/data->raw_sms/rawsms/ 
s/sms_len/pdu_len/
           o added flags variable and defines to handle drvinst->no_smsc
           o remove reference to buf.line3 in an error message
        
        * use this new function in atgen.c
