[Gnu-arch-users] Internal and Tagline tags.

Currently, each kind of tag has a prefix put on it to indicate the tag
type.  This makes it impossible to convert from external tags to
internal tags.

If this were not the case, I could start moving tags from external to
taglines, and be able to keep the same tag.

Would this break anything, though, if the same tag moved from external
to a tagline?  Is the only disadvantage the collisions that are
generated?
