Right, on that topic then :}..
firstly, arch's behaviour. Arch checks in a set order for the tag type
(sorry, I don't recall offhand the order. IIRC it was explicit first,
implicit second, but hey - check the source). So, you cannot have two
tags for a single file. You could have a situation where a tag has a
file, and some well meaning but confused individual added a tag using
the converse method. That may well be a bug.
As for the project, you are right: mixed-mode does allow the developer
to choose, when adding the file. That doesn't force the gatekeeper to
accept such files though :].
