Yes, though http_proxy has become nearly universally understood by
software, at one point HTTP_PROXY was not uncommon. On some systems
HTTP_PROXY may still be set in abscence of http_proxy, as it was on mine.
This patch still prefers http_proxy (which has become a standard), but
supports HTTP_PROXY as well.
