Yes, that was obnoxious; I presume it can't have been legitimate, as
the username for the change seems to have been intentionally obfuscated.

Who _does_ have the power to `lock pages' like that? The wiki admin only?
Is the admin still James Blackwell (I've CC'd him, but at some point he
said he plonked me, so I don't know if he'll actually see this message)?
