Users can now manage a whole collection of revision libraries via
library paths.   Commands like library-add and library-config need to
effect a specific library, though.   Whatever heuristics are chosen
for DWIM-mode when users don't tell such commands which library to act
upon, there needs to also be a DWI-say mode in which users say which
library to act on.

For the DWI-say mode, using the path-name of the library is
suboptimal, especially in scripts that are intended to be portable.
Rather, it'd be nice to be able to indicate a library by a name that
describes its logical function.

Therefore, there needs to be a mechanism by which libraries have a
"default nickname" and by which individual users can assign a
different nickname.   Commands that operate on specific libraries need
to understand these names as indications of which library to operate on.
