I find myself in need of an argument to register-archive that does the
opposite of -f: if the archive is already registered, do nothing.
This is specifically intended for the one-argument form, where you are
given a URI, and want to register the archive only if it is
new. Otherwise it's approximately equivalent to 'whereis-archive ||
register-archive'.
