Why don't you make the thing configurable and tunable by administrators?
You could put some parameters into the format description to the root
directory like this:
directory format = [4 4]
Because there are only a small number of settings for such parameters
that make sense, and this seems to be a fundamental property of
the universe. Making it arbitrarily configurable like that is
more generality than needed.
Either a fixed scheme (not mine, which is bogus) or an adaptive scheme
is enough. Both options suggest pretty different code than the
parameterized approach you suggest, I think.
