I've just checked in an initial implementation of the Helix stream
cipher/MAC into CVS HEAD, for people who want to play with it.

This won't be in 2.0.0, and I can't say yet that this implementation
is correct.

This version implements the IBlockCipher and IMac interfaces; here it
is implemented as a block cipher with a 4-byte block size, and as a
pure MAC.
