That changes the matter entirely. If FreeDOS is included then there's a direct dependency on non-free software. This wasn't immediately clear from Debian's copyright file. It would be good to add dosemu to the NONFSDG wiki page then.
I read on the dosemu homepage [1] that it can also run "many DOS programs" directly. I don't know if there are many free DOS(-only) programs and if there's much use in running them. I don't see a problem with providing a pure dosemu package (without FreeDOS), but I'm not sure if it's worth the effort. I'm guessing we won't have it in gNewSense any time soon.
