   Work-for-hire doesn't require any assignments.

In most cases it is, or the company will not hire you.  Just like in
most cases, your contribution will not be merged into GCC if you do
not transfer your copyright to the FSF.

   Employer is the either legally-recognized author or exclusive
   licensor.

In this case, the FSF is the legally-recognised author and the
exclusive licensor.  They hold the copyright.
