That is correct.
17 USC sec. 106 states:
"Subject to sections 107 through 122, the owner of copyright under this
title has the exclusive rights to do and to authorize any of the following:"
As you can see the words "owner", "exclusive" and "authorize" appear
exactly once in the statute.
The owner can *not* authorize a user to "authorize" since it is a
right "exclusive" to the owner.
