Nothing is murky here. The owners of both servers are doing
distribution. Both are distributors.

Why are you uncertain that copyright law treats these separately?
With URL redirection, only URLs are distributed by the redirecting party
(no protected expression at all). In the second case, it is precisely
protected expression that is being transmitted/distributed by the
requestee (in response to the HHTP request to download).
