Correct. I assume that the "accompany" clause was meant to prevent some stratagem of avoiding GPL obligations by shipping a non-free library and claiming that it was a system library; a system library ought to be available on the system without needing to come with a program. GPLv3 did away with that, simply saying that a system library just interfaces to system services or has routines whose implementations are available elsewhere as source.
