You are hopelessly confused. In order to copy and distribute a collective work, permission is required from the rights holders of all the components. The GPL grants permission to copy and distribute collective works which contain GPL-covered components in various ways, and some of those ways involve including a verbatim copy of the source of the program. It is false that permission to copy and distribute source verbatim as part of a collection applies to a statically linked executable. Such an executable is not a verbatim copy of the source of a program. It is irrelevant whether the collective work qualifies for copyright.
