    The idea is that the file /share/info/dir should be automaticly
    generated from all the files located in /share/info.

It is a good idea.

                                                         This information
    should be cached, and only a update should be needed when one either
    modifes a file, or adds a file in /share/info.

Whether to use any sort of cache is an internal matter for the
translator.  The translator should give the same behavior
as if it had no cache.  However, if it also has a cache, that
is fine.
