Not sure what you mean, it was produced by a program called swpackage
which is in swbis.

   Where in this is the executable?

The executables are (from what I can gather):

       POSIX-Software-2.1/POSIX-Software/agent/usr/lbin/swagent
       POSIX-Software-2.1/POSIX-Software/agent/usr/sbin/swagentd
       POSIX-Software-2.1/POSIX-Software/commands/usr/sbin/swinstall
       POSIX-Software-2.1/POSIX-Software/commands/usr/sbin/swpackage

   Where in this is the source code (or is there any)?

The source isn't distributed with the binary package.  The binary
package is created by using a file which lists a bunch of attributes.
I attached the file that is used by swbis.

Really, I found swbis so revolting to look at that I have simply
erased it from my memory.  Maybe the author of swbis can fill in on
this, since I can't (the information that I learnt might be totally
wrong, but swbis is far far to complex no matter how wrong I might
be).
