Debian release in experimental when only for build checks

When we want to make a Debian release only to see how Gnuastro gets built
on different systems, Ole Streicher (maintainer of Debian Astro) suggested
to put the package in `experimental', not `unstable'.

This is now added as an IMPORTANT issue in the release checklist.
