[open-cobol-list] Open Cobol 0.31 released

Open Cobol 0.31 has been released.
This is mainly a stability/fix release.
One new addition is the driver program "cobcrun".
See the file "NEWS" and, of course, the individual "ChangeLog"'s.

NOTE - Programs running under 0.30 MUST be recompiled.

If time allows, I aim to push a release out once a month.

Keisuke/Bernard - it may be a good idea to fork a branch
in CVS for development. Thoughts ?
What would we need to do ?
