Fix configure.
If required software (eg. gmp) was installed in /usr/local
AND OC is being also installed into /usr/local (default),
then we would not find the includes/libraries.
Problem was that COB_CFLAGS and COB_LIBS were
not being propogated correctly to the compiler.
Also, to cater for non-standard paths, pick up CPPFLAGS
and LDFLAGS and propogate them through the COB_xxx
variables.
