CVS Update.

Fix INSPECT BEFORE/AFTER.
Add tests to check for the above.

Fix a problem with LINAGE.

Add new m4 macro "cattribute.m4".
This checks if compiler accepts __attribute__.
Checked in configure but not yet used.

Put in a few casts to reduce warnings with some compilers/versions.
Change semantics/definitions for "size_t (which is unsigned) < 0" tests.

As a side note, does anybody know how to get rid of the 2 warnings
when compiling cobc.c (dereferencing type-punned ...) ?
