Update README
 Some (all?) versions of Red Hat do NOT automatically include
 /us/local/lib on the default runtime search path. Put a
reminder here.

Change INSPECT .. REPLACING to be standard conform.
ie.
 INSPECT .. REPLACING
  ALL ... BY ...
         ... BY ...

The ALL must be propogated to sub-expressions.

Add an OC test for this.

** NOTE ** There is still a problem with the TALLYING
in this respect that I am still looking at.
