Currently we have a proposal, which you can find among the other docs at 
http://www.gnuenterprise.org/~neilt/sc.html in different formats.

There has not been much work on the proposal over the last few months, 
but IIRC someone new has appeared who is going to give it a boost (sorry 
 I don't remember his name at the moment - maybe both of you can 
coordinate over this list :) )
