is a RDBMS that uses dbf files to store the data.  I've understod that
it is possible for Fortress to use dbf files that already exist , and combine those files into a database with transactions, odbc access and other goodies.
The guy who told me about it was quite confident that Fortress is a good
path for him (he is migrating his applications from dbf files to 'real' databases ;
the development tool he uses is CA Visual Object which is able to use
both dbf files and  odbc ).
