I've put up a patch at:

This is a patch in the direction of getting owl_analyze_semeai()
to work. The plan is to first get it working correctly in
situations where the owl code is not involved.

- sgfdecide functions made 1D
- revision of owl_analyze_semeai()
- new static catalog_goal in owl.c
- new semeai tests

This patch is in the CVS.
