[gnugo-devel] semeai tests

I accidentally ran the regressions with semeai() disabled. This
had the effect of breaking the following tests:

neurogo # 11
strategy2 # 73
nicklas1 # 1406
nicklas2 # 904
global # 46
arend # 30

Disabling semeai() actually fixed one test, strategy4 # 188.

Since I'm working on semeai this information may be useful.
I'm mailing it to the list for archival reasons.

I updated regression/BREAKAGE in case anyone wants to know
what tests currently pass.
