[gnugo-devel] DEBUG simplification

This is unrelated to the recent vcrepair patch and DEBUG warning there,
but that got me thinking about this again...

- simplifies VERBOSE macro definitions

This works under VC & cygwin.  Does it work without warnings on other 
platforms also?

Now there is only one macro definition for the VERBOSE macros,
and the trace_dummy variable is gone.  Chalk up another 4 byte
decrease in the program size!
