Part of the problem is that we've been a little slow dealing
with pending patches. (I've been very busy with other things.)

Then perhaps the easiest thing is for me to back out paul_3_13.9,
add paul_3_13.8 and arend_3_13.8, then try to merge paul_3_13.9. 
I will try this later today.
