I wrote (on June 5):

This service has now been improved in two important regards, as
detailed below.

It's still true that it's being run on my home computer but it now has
the stable address

After upgrade to Trac 0.9b1 and installing an account manager plugin,
users can now both register themselves and change their passwords. The
register link is in the upper right corner.
