thanks for your report.

The problem you are seeing results from PostgreSQL not being
able to tell us - before connection - which encoding it will
send error messages in. Additionally, the Python logging
module cannot gracefully fail on encoding problems ...
Anyway, if I may hazard a guess, you'll need to use other
database credentials. When you connect to the public
database your best bet is to use
