It has been created to manage the electronical record of medical event
to improve the cost of health. 
As you may know, french health system is base on big central
organisations (ex: SECURITE SOCIALE (SECU)).  These organisations get
funds from many cotisation and use it to paid the medical expense.
The SESAME VITALE Card store data of the patient, SECU's number (an id
number), date of birth, adress ...

It is use by doctor, chemist, kine ... all medical intervenants ... in
any case a patient has to paid. It is use to format the record in order 
to help the center to manage medical paiement. For instance, A french
customer just give theire SESAME vital card. The doctor is paid
directly later by the SECU.

They created  an organisation called GIE SESAME-VITAL to manage the
sesame vital card. They released an API to access the data. See that

SESAM-VITAL.
In few word, we need to register to the GIE-SESAM. They would give us
some card and the API to access SESAM CARD through a specific reader. As
i am not human doctor, i not will not be easy to get it. Therefore, we
will have a problem as the software should have to transmit the data to
the center.
