Your PostgreSQL installation seems not to have lc_ctype UTF-8 or C.
This will most probably lead to failures of the GNUmed server installation.

The next GNUmed server package will not try to automatically bootstrap
the server and let you do this step manually again to enable you to
fix your lc_ctype first. So thanks for reporting the problem but this
is a known issue which is not really an issue of GNUmed server but of
the environment you are using.
