No, it doesn't; however, the all-in-one installer I'm writing is a C# program; to be redistributable, it does need .net. I'll explain further in a response to Sebastian in a few minutes.

I  clearly remember setting up the database with pgAdmin III
What exactly does that mean ?
Just what it says. When I run pgAdmin3, I create a new server "gnumed_v10".
