So, Kategorie is maybe non-relational, and serves as a grouping / sorting term 
among the organizations, whereas organization is presumably relational 
(hierarchical) relative to its subunits.

For any one postal code, there may exists multiple entries already at that 
postal code. In creating a new subunit at an existing location, will the 
phrasewheel / match list per postal code be able to assist the selection of 
which existing address info will need the least revision?
