I misunderstood that once ICD10 was available from one country, there would be
little point to acquire it from a second source. However I now see that some
countries have made their own modifications of ICD10.

The United States developed a clinical modification(-CM) of the classification
for morbidity purposes. The Centers for Disease Control (CDC) posts
pre-production releases of ICD-10-CM (PDF, XML) for public viewing, cautioning
that the codes contained are currently invalid for any purpose or use, having
an effective implementation date of October 1, 2013 in advance of which updates
are anticipated.
