From
http://en.wikipedia.org/wiki/Euro_sign
In Ireland and the Netherlands, where previous currency signs
(£ and ƒ, respectively) were placed before the figure, the euro
sign is universally placed in the same position.
In English-language use, like the dollar sign ($) and the pound
sign (£), the euro sign is generally placed before the figure...
and in North America, the dollar sign is positioned before (to the left).
Would a more 'neutral' display in the billing plugin be most easily achieved by splitting out the currency symbol into its own column, which I suggest would be sequenced to the left of the various 'amounts' (in Value and VAT)
Charge date
Count
Description
Currency
Value
VAT
...
and if the word "Currency" might occupy too much space, you could consider the two commonest as a column name (see mockup).
Likewise, in the tooltip, if the currency symbol could be displayed just once, left-most at the beginning of the "money line" in the tooltip, instead of having to be repeated with each value?
