Shouldn't the gnunet Debian package use libgcrypt1 1.3.0-cvs as a
dependency,

Thanks for your report.
This bug is a Debian bug in libgcrypt11 package, and is fixed by new
upcoming packages (both libgcrypt11-1.2.0-10 and gnunet0.6.4a-3 have to
enter Sarge to fix it).
You can take a look at the bug here:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=275793
The fix will take at least two days to enter Sarge.
Anyway you could just rebuild the current source package, it'll fix the
problem.
(using apt-build, apt-get source of any method for example)
