CVS changes

People have complained at various times about the CVS version of GNUstep being unstable. I've had various ideas for fixing this, but I think my best one is this: Don't ever tell some one they should use the CVS version due to a bug. If it really is an important problem, I will make a patch release of the library that includes a fix, otherwise, I try to make releases every month or two anyway, so that is not that long to wait for less important fixes.

Also, savannah has Arch now, but I think I'd still like to convert to svn. There are at least two reasons for this: it's easier to learn, and I actually have some one willing to do the work of conversion. I keep hoping that savannah will install svn (there's even an svn.savannah.gnu.org machine), but I'm not really sure if they will or not. That means we'll have to go to gna.org for the svn repository. I'm trying to set that up now...
