[sr #107948] DTLS handshake deadlocks on packet loss

Follow-up Comment #9, sr #107948 (project gnutls):

Oops. The file I attached did not do quite the right thing (dropped one flight
too few), and it didn't include errno.h - for clang compiled it, while gcc
will not, for whatever reason.

The actuall diff is small, both final flight drop predicates had an off-by-one
on the packet counter.
