Done. While checking out gomp. in the directory tree a doc directory will
appear, which contains specs/gompspec.tex.
I propose that if someone changes the document, he also send an e-mail to
the list, telling that he has changed gompspec, and possibly where and
why. Though there isn't really that much in this file as for now, this
praxis could become important in the future.
