I had the same prob, and had to add a .
    if ($conf_proxy_auth) { $options .= "--proxy-user ". $conf_proxy_auth .
" "; }

But finally it does not work for me ....
May it also depend on curl?
B/c I have to set:
my($conf_curl) = 'curl -k';
otherwise it won't start at all .....:
