And in fact gpsd knows this and refuses to use the time until several
2D fixes have been sent from the GPS. That is per the Garmin
recommendation.

I have a few timing receivers that will, after running a site survey,
operate with only a single PRN in track. I believe the NMEA output
claims it's operating in 3D mode, and there's some status bit in the
binary protocol to say "well, actually it's in fixed-position timing
mode"
