Happily, GPSD has achieved a level of stability and maturity that nowadays
allows me to ignore it for months at a time.  But every once in a
while we get a fix that justifies a point release all by itself, and 
I think I have received one.

There's a potential DoS-by-overrun in the AIS code.  I think it would
be difficult to exploit, but I don't believe in taking chances with
such things, so I intend to ship a 3.9 release next week when I get
back from Michigan.

There are no other code changes outside of one very trivial tweak in
the NMEA2000 driver, so I'm not going to worry about the problem children
this time.  We might as well have been in code freeze since 3.8 for
all they could be affected.

Over the next week: Gary, there are two Garmin-related bugs pending over
at https://savannah.nongnu.org/bugs/?group=gpsd ; please take a look
at them and see if we can roll in fixes or workarounds.

If anybody else has pending bugfixes I'll probably take them, though I
might not if they look potentially destabilizing for core code.
