Using the clue that only PPS on gpsmon was broken, I was able to reintegrate
Miroslav's patch (he had missed setting a clock member properly in gpsmon).
PPS is working live.
We are in pre-release freeze, urgent bugfixes only. I will run the
static checkers one more time and fix any glitches those turn up. If
lightning strikes and presents a fix for the AIS Type 6 port problems
on mips and powerpc I'll merge that. Otherwise, we're done; what's
in the repo is what will ship.
