Yes, test sentences *with explanations of how they decode* are always useful.
Without, not so much.

If you think you can rewrite the section on tag blocks to be more complete
and correct, please do.

Now would be a good time to add those fields to the AIS structure, since
we have a libgps compaibility break happening anyway for other reasons.
