Two different segments here.  The ntpd segments and the gps_device_t
segments.

Half of the ntpd get used for GPS serial time.  Plus they need to be
setup before gpsd drops root, so they need to be setup in case they
will get used later.

The gps_device_t segment gets used to data passing to clients, and thus
needs testing.
