Are you sure about the FTDI chip not working? Is that all of the FTDI chips
or just some/most of them?
I have one that seems to be working.
Apr 14 21:36:36 cent kernel: usb 3-3: Product: FT232R USB UART
Apr 14 21:36:36 cent kernel: usb 3-3: Manufacturer: FTDI
Apr 14 21:37:14 cent kernel: pps pps1: new PPS source usbserial1
Apr 14 21:37:14 cent kernel: pps pps1: source "/dev/ttyUSB1" added
Linux kernel 3.10.0-229.1.2.el7.x86_64 (CentOS)
(I also have memories of previous success with no details. I just remembered
that I had at least one gizmo in my collection that worked in case I wanted
PPS over USB.)

Is there a simple test case for TIOCMIWAIT? Can I tell gpsd/gpsmon to not
use RFC2783?
