Well, it depends...  You can look at what other drivers do with similar data.
Our usuall approach is to just try something and see how we like it.

Usually messages are grouped by time stamp and category.  For example
the SKY messages usually do not come every second, but the RMC usually
does.  And the consumer that care about TPV is usually less interested
in SKY, and vice versa.

So, guessing out loud here, if the VTG messages come every second,
with the xame time stamp as an RMC message, I'd say put them together.
