I don't follow...  this *already* works.  

What's the issue, exactly? What do they actually need?

Food for thought: 

1. 'scons check' currently finishes without errors, using:
- Ubuntu 17.10
- Python 3.6.3  (system version is 2.7.14)
- Scons 3.0.1   (system version is 2.5.11)
- gpsd @ 89251b80

2. My day job is using the gpsd python libraries from python3 on Ubuntu 16.04, *in production*.  Does that count?  /grin
